A MESSAGE FROM OUR MINISTER

Our land is our greatest treasure so much so that we are even prepared to die in order to protect our interests in it. The significant importance of land is displayed by the functions it plays in shaping our social, cultural and spiritual values. Land also goes further in determining the political and economical settings of our communities by virtue of their physical climate and the availability of natural resources.

Customary land comprises about 97% of all land in Papua New Guinea and this is where our focus for development must be because over 85% of our people live on customary land.

This Corporate Plan provides the framework for facilitating the government’s plans as outlined in the Medium Term Development Strategy (MTDS). By encouraging physical development, the department aims to contribute to the Government’s broad policy of economic recovery based on three main strategies;

  • export driven growth,
  • good governance, and;
  • poverty reduction and rural development

The 2005 Annual Plan provides a basis upon which DL&PP activities will be carried out so the targets set in the Corporate Plan are achieved. I hereby challenge the Department, from available and limited resources, to implement the activities planned for 2005 and to achieve the targets in the Corporate Plan so Departmental and National goals and objectives are realized. In meeting my challenge to you we all can contribute to improving the quality of life for all of the citizens of this beautiful country of ours.

Let us all work together in implementing the 2005 Annual Plan for the betterment of the 5 million plus citizens of this country by providing an efficient and effective service in a timely and transparent manner.
